Disable in-progress and complete statuses

We have implemented two new settings in the web app, under Scheduling > Job :

• Disable In Progress status: When this setting is on, the Start Job (or equivalent label) button in Job Detail will be removed from the mobile workflow
• Disable Complete status: When this setting is on, the Complete Job (or equivalent label) button in Job Detail will be removed from the mobile workflow
