Unscheduled work now supports a Time column for retained job times

The Unscheduled work tab on optimization results screens now shows a Time column when the Job Removal recipe is set to Keep job times, deallocate resources. This matches the Time column already shown on the Schedule work tab, so Schedulers can see a Job's original date and time after its Resource is removed.

What's improved

• Conditional visibility: The Time column appears only when the Job Removal recipe is set to retain job times, and stays hidden for every other configuration, matching existing behavior.
• Consistent formatting: Date and time are formatted the same way as the Time column on the Schedule work tab.
